Position Overview:

Under the general direction of the Applications Solution Design Lead, this role is responsible for coordinating the establishment and execution of quality assurance and control practices for IT solutions. This includes developing and maintaining testing standards, integrating automated and manual testing into solution delivery processes, and ensuring that all technology solutions—whether legacy systems, integrated applications, platform implementations, or vendor-delivered services—meet defined business requirements and quality expectations.

The role involves close collaboration with D&T business partners, business analysts, business systems analysts, software developers, computer systems engineers, integration platform experts, and various client areas to understand solution objectives and validation needs. The analyst will play a key role in embedding quality assurance into both new solution delivery and ongoing legacy system maintenance, using modern DevOps tools and practices to support continuous improvement and reliability.

Key to success in this role is the ability to work collaboratively across teams, demonstrate strong analytical and communication skills, and apply systems thinking to complex enterprise environments. The ideal candidate will be detail-oriented, technology-savvy, and familiar with contemporary testing frameworks and quality assurance methodologies. As the QA/QC practice matures, this role will contribute to its expansion across the IT Division and ultimately across the Digital and Technology business unit.

Responsibilities:

  • Coordinate the development and implementation of QA/QC frameworks, standards, and practices tailored to a diverse information technology landscape that includes legacy systems, enterprise platforms, and SaaS solutions.
  • Collaborate with cross-functional teams to define test strategies, acceptance criteria, and validation approaches aligned with business requirements.
  • Ensure proper planning, execution, and maintenance of test plans and test cases for functional, integration, regression, and user acceptance testing.
  • Integrate automated testing tools and practices into CI/CD pipelines using platforms such as Azure DevOps.
  • Analyze test results, identify defects, and work with development and software engineering teams to ensure timely resolution.
  • Monitor and report on quality metrics, trends, and compliance with internal standards.
  • Facilitate quality reviews and contribute to continuous improvement initiatives across the solution delivery lifecycle.
  • Promote quality assurance as a shared responsibility across teams and advocate for best practices in solution validation.
  • May act as Project Leader, lead a working group, and/or participate in various technology projects, upgrades, or initiatives.
  • Keep abreast of IT technology trends and developments, communicating accordingly to management and staff; including keeping up to date in the areas of system/solution quality assurance and quality control patterns and best practices.

Qualifications:

  • A four year degree in Computer Science or Computer/Electrical Engineering from a university of recognized standing with a minimum of five years of directly applicable IT quality assurance, testing, or systems validation, preferably within enterprise environments involving platform implementations, integrations, or SaaS solutions;
  • OR
  • A two year diploma in Computer Programming Technology from an institute of recognized standing with a minimum of seven years of directly applicable IT quality assurance, testing, or systems validation, preferably within enterprise environments involving platform implementations, integrations, or SaaS solutions.
  • Demonstrated experience with testing tools and frameworks such as Azure DevOps, Selenium, or equivalent.
  • Proven ability to develop comprehensive test plans, execute test cases, interpret test results, and report findings clearly and effectively to technical and non-technical stakeholders.
  • Strong understanding of software development and solution delivery lifecycles, particularly in environments with limited custom development and significant vendor solution integration.
  • Excellent analytical, problem-solving, and communication skills, with the ability to engage effectively with technical teams and business stakeholders.
  • Strong understanding of business processes and the ability to translate business needs into technology solutions.
  • Demonstrated experience with coaching and motivating team members and ability to influence and motivate others and initiate action.
  • Certification in quality assurance (e.g., ISTQB, CSTE) is preferred.
  • Familiarity with regulatory and compliance requirements in the utility sector would be considered an asset.
  • Commitment towards ongoing learning related to quality assurance and quality control best practices.
  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $47.22-$65.19 Hourly, $90,484.68-$124,925.58 Annually.
