Position Overview:

Reporting to the Cyber Security Director and as a key member of the divisional leadership team, provide visionary leadership for the Cyber Security Operations Department. Lead the continuous evolution and transformation of the enterprise's cyber security operations capabilities to proactively address the changing threat landscape, including security operations technology management, threat and exposure management, and monitoring and response.

Responsibilities:

  • Lead the Cyber Security Operations Department: Champion the ongoing transformation of security operations to proactively address the ever-evolving threat landscape. Build and sustain an inclusive, high-performance culture by attracting, developing, and retaining a diverse team, and fostering an environment where team members are engaged and empowered to grow, innovate, collaborate, and succeed. Develop a future-ready workforce through leadership development, succession planning, talent management, and continuous learning. Establish and execute the Cyber Security Operations strategy, objectives, and work plans aligned with divisional and enterprise priorities. Ensure department resources, budgets, performance measures, metrics, and services deliver business value and support enterprise resilience.
  • Lead Security Operations related security control enhancements: Serve as a strategic leader in the development and execution of the cyber roadmap. Drive the ongoing transformation and evolution of security operations capabilities to proactively address the threat landscape through automation, process optimization, and adoption of leading industry practices. Continuously assess emerging threats, risks, technologies, operating models, and service delivery approaches to enhance effectiveness and security outcomes. Be a leader in ensuring the enterprise maintains the people, processes, technologies, and strategic partnerships required to anticipate, withstand, and respond to cyber threats and advance organizational cyber security maturity across IT, OT, cloud, and emerging technology environments.
  • Provide leadership to Security Operations Technology Management: Develop, implement, and maintain strategic vision for security operations technologies and platforms and services. Lead the proactive evolution of security monitoring, detection, automation, orchestration, and response capabilities to reduce risk and improve effectiveness, speed, scalability, and operational efficiency. Drive technology integration and innovation to enhance visibility and protection across all enterprise environments. Ensure investments in security technologies maximize business value and risk reduction, reduce operational complexity, and support long-term cyber security objectives.
  • Provide leadership to Monitoring and Response: Establish and maintain a leading security operations and response capability that takes a proactive and intelligence-driven approach to detect, investigate, and respond to cyber threats efficiently and effectively. Lead enterprise-wide cyber incident management activities and continuous improvement. Drive organizational readiness through SOPs, playbooks, exercises, and lessons learned.
  • Provide leadership to Threat and Exposure Management: Establish a risk-informed and data-driven approach to threat intelligence, vulnerability management, exposure management, and attack surface management. Champion the integration of threat intelligence and exposure insights into decision-making processes. Continuously evolve capabilities to proactively identify emerging risks and strategically reduce organizational exposure across IT, OT, cloud, and third-party environments.
  • Maintain industry awareness and strategic partnerships: Develop and strengthen strategic relationships with industry peers, government agencies, vendors, and security communities to enhance organizational awareness, preparedness, and resilience. Represent Manitoba Hydro in industry forums and collaborative security initiatives. Leverage external partnerships to identify emerging threats, innovative solutions, leading practices, and opportunities that support the ongoing transformation of cyber security operations and enterprise risk reduction.

Qualifications:

  • Bachelor's degree in an applicable discipline with nine years of related experience, including security operations for both information technologies and operational technologies, demonstrating progressively greater responsibility in a supervisory and leadership capacity;
  • OR
  • Equivalent combination of education and experience may be considered.
  • A Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), Certified in Risk and Information Systems Control (CRISC) or other similar certifications would be an asset.
  • Demonstrated transformational leadership experience developing high-performing technical teams, and advancing operational maturity in complex security, technology, or critical infrastructure environments. Proven ability to build a culture of innovation, continuous improvement, and learning while successfully leading large-scale technology and process transformation initiatives.
  • Direct experience with threat intelligence, security operations, vulnerability management, NIST frameworks, and NERC CIP. Strong understanding of threat detection, incident response, security operations technologies, exposure management, and contract management. Knowledge of electric utility business functions and information technologies and operational technologies.
  • Demonstrated effectiveness in building and leading teams at all organizational levels to resolve complex and urgent challenges. Demonstrated ability to build and maintain harmonious working relationships with staff across the enterprise at all levels.
  • Excellent written, verbal, communication, and presentation skills with the ability to provide clarity to both technical and nontechnical audiences at all organizational levels.
  • Strong decision-making capabilities, with a proven ability to assess risks, business and user impacts, costs and benefits of potential actions and lead the path forward.
  • Must complete Manitoba Hydro Standards of Conduct training.
  • Must possess a valid Province of Manitoba Driver's Licence.
  • NERC CIP Training is required, must be completed prior to transfer date, and renewed annually.
  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba Hydro policy P513.
  • Must reside within the Winnipeg Headquarters zone or within a 20-minute travel distance. This is an operational leadership role that requires after-hours work. The successful candidate must be available to lead response efforts at any time.
  • Must maintain or be eligible for SECRET clearance from the Government of Canada.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $62.82-$86.07 Hourly, $120,372.72-$164,936.72 Annually.
