Manitoba’s Data Science Program is recruiting for a Senior Applied Scientist (Data Scientist) who will join a high-performing team with an exciting mission to transform government. The Data Science Program works across the entire public sector, leading government in the use of machine learning and advanced analytics. Scientists within the Program build data science solutions to improve Manitoba communities and ecosystems. Senior Applied Scientists lead the most complex projects in our portfolio as autonomous scientists in a production data science environment. They apply data science and machine learning to support government’s objectives in fields ranging from agriculture to education, climate, and health. The role is a technical lead and champion for diagnostic, predictive and prescriptive analytics projects, taking product concepts from scoped requirements through to prototype, development, and deployment/delivery.

Qualifications:
Essential:
 

  • Demonstrated ability to apply a scientific approach to complex subject matter, evidenced by a suitable combination of education, experience and training.
  • Extensive knowledge of theoretical and practical applications of computer science, statistics, and machine learning.
  • Experience working collaboratively to develop data science software and solutions.
  • Superior written and verbal communication skills including ability to present complex technical information to executive audiences.
  • Ability to work independently while using individual judgement in resolving issues as they arise.
  • Strong attention to detail to provide clear, accurate information and professional products to stakeholders.
  • Ability to learn and understand the context of trends and issues in Manitoba to prepare and develop projects that will reflect meaningful outcomes.
  • Strong interpersonal skills to build strong relationships and navigate various stakeholders with different and often competing interests.
  • Strong leadership skills with experience guiding junior staff through complex issues or projects.
  • Strong problem solving skills to anticipate issues and formulate solutions.
  • Strong organizational and time management skills with the ability to balance tight deadlines and conflicting priorities.
  • Ability to continuously learn and evolve skills to ensure high level performance.

Desired: 
 
  • Awareness of ethical, legal, and political considerations in the application of machine learning, predictive and prescriptive modelling to government areas of responsibility.

 

Duties:
The incumbent of this position is responsible for the following duties:

  • Define, develop, and conduct applied scientific research and development leading to concrete data science products that deliver value to government.
  • Develop and maintain professional and technical excellence through continuous development, staying up to date with the latest developments in computing, machine learning, and artificial intelligence.
  • Retain responsibility for the quality, including accuracy, completeness, appropriateness, replicability, reproducibility, and timeliness of data science deliverables.
  • Perform the most difficult predictive and prescriptive work in our portfolio using advanced methods including machine learning and artificial intelligence.
  • Teach, train, and mentor staff on scientific methods and practices in areas such as statistics, machine learning, and high performance computing.
